Dear Pakwheel gurus,
I sold my car about 3 years ago to some Army officer who at the time claimed he is buying it for himself (I'm pretty sure now that he bought it for one of his officers, but I digress). On the day of the sale, he paid about 95% of the money and said he'll pay the rest after car is transferred in his name. We signed a stamp paper with his and mine details and both our ID card numbers (foolishly, now that I checked, the witness fields are empty on stamp paper - the only record will be the stamp paper shop that sold us the paper, I remember he put a record into a note book) and then the seller left with the car.
After a few weeks of no contact from his side, I contacted him a few times telling him he need to transfer and pay the rest of the amount. He then met me and made up a reason (now that I think about it) that he's buying car in his mom name and said I should sign the BLANK transfer letter that he'll put his mother's name on later when she signs it.
I had to leave the country so I signed and believed he'd do it. After about 2.5 years I remembered to check and noticed the car is still in my name. We contacted him and he said he was in another province and didn't get time. and that he'll do it soon. This was 3,4 months ago. He still hasn't transferred.
From what I understand, he's just trying to save on the transfer fee (car is islamabad registered 2015 1.5Litre car). How much is the transfer fee and what are my options if he's not willing to go ahead with the transfer?
Issue is, I'm abroad and I also read buyer/seller both need to be at excise office to transfer it but even if I'm there and he doesn't want to transfer it, what should I do?
