I have heard that buying or selling on open letter is no more a legal practice. One has to name a vehicle on his own.
What is the truth? Dont people still do that?
That's rubbish ... shop owners always buy/sells used bikes on open letter .... would they buy a bike then transfer it on their name then sell it ? NO.

buying and running a bike on open letter is not against law. over 70% of bikers in karachi are on open letter.
I read about it in cars section, govt released a new passport kinda computerized paper book for cars and I think now cars can't be transferred on open letters but I am not sure check in cars section.

In Punjab, open letter is going to be a problem soon. That's why the new computerized book is coming, so the open letter thing can be curtailed.
Punjab people are issuing passport type registration book already. But what one sees is that motorcycle business is going on private shops unchecked (though ive seen a decrease in motorcycle quantity in recent months) the way these people buy or sell is funny. they take sellers signature on an unfilled form to be filled by the buyer later. bas majburi se faida utha lete hain because one may be in a hurry to sell his bike ...
