Buying My First Car (Used Civic Reborn)

AOA Pakwheelers,

This is my first ever post, though I have been following Pakwheels for last few months. I have been searching for used reborn. On friday, I found a very clean one (2011/Manual/ISD) model.

I plan to close the deal tomorrow with the seller.

• The seller claims that he bought car from his uncle, but kept it on his uncle name but he will arrange transfer letter. He says he is in army.
• Please guide what document should I ask for (copy or original tomorrow) and from where should I get them verified.
• Car File, Car book, invoice etc.? (I shall be obliged if someone explains/list required documents in details).
• Also should I give him bayana first and then take documents for verification and how much should be the bayana.

I am very anxiously waiting to hear back suggestions, and really appreciate this help from your side.

Any money you give him should not be any more than a token fee. Lets say give him 50,000 but nothing more. If he wants more, tell him you will pay at transfer. If you have the total money ready then don't pay bayana just get the car checked at a suitable Honda dealership and have it transferred after full payment. Don't trust anyone no matter who they are or what they say. A lot of cars will look clean after a good wash and some compounding but they are messed up. Have everything checked before committing to buy the vehicle.
Ask him to show you all the original documents at least.
What do you mean he says he is in the Army? Does he have a haircut? lol

Do not pay him a penny without verification of the documents and the vehicle.
1) check its registration online
2) check for engine and chassis number for any alteration. When in doubt cancel the deal.
3) its always better to get it verified from 15.
4) take a mechanic and get it checked. Best is to take it to Honda. A small checkup fee wouldnt hurt.
5) Take no step in desperation. Cars come n go. Take your time. Get everything verified and then pay him.

6) Never ever fall for these words. Army officer driven, lady driven, doctor driven. I have seen the shittiest of the cars driven by such individuals.

Islamabad transfer requires the owner in person at ETO office. The owner is still his uncle.

Insist on meeting his uncle, he is the real owner. Deal with him.

Transfer letters don't work in Islamabad.

Also a personal experience, once bought a car from a 2nd owner, everything done, payment made, car acquired and transfer case submitted. Only then it was revealed that transfer of that particular car was stopped by NAB in the past due to some issue with 1st owner. Now the 2nd owner was not at fault but neither was I. So he proved to be a gentleman and deal was reversed.

Lesson : Always bringing this in writing that if due to any reason the car can not be transferred, the deal will be immediate reversed.

I hope get a good deal for your reborn. I bought one last week 2011 lhr registration. Things to do as follow

1) You can pay 10K at max as beyana for your car and finalize terms that if the car is accidental or painted or engine not as good as claimed it will be reversed.
2) For satisfaction (you can take the car with the owner for a ride or to a mechanic or painter to make sure its clean) if it is then..Try and get 3 keys..
3) complete file history of car..
4) After biyana as you take the car first thing go to cplc and ask them to give you a clearence certificate they will charge 200 and certify that the car is not used in any bad activity or in wanted list. Beware if the car is wanted to used in bad activity they will not let you leave colc office lol so do that with the owner or a broker if there is any involve.
5) After that... next day or same as convenient get a sale deed on stamp paper of 200 rs. prepared and write down the whole transaction amount chasis number car registration number with amount paid and cnic and names of buyer and seller..
6) MAKE SURE TOKEN TAX IS PAID TILL 2018. They shall have payment reciept for it.
7) Get original registration copy of car and match the details with online vehicle verification system you can google it.
8) Pay up the money and yes include a term of reversal if transfer is problematic or its the sellers responsibility.
9) Pay full amount.
10) Get the vehicle fuel topped up enjoy the beast and do send us pictures and the fuel Average!!
11) Within a week or two register it with your name. Sooner the better.

I inspected whole car through three persons and all passed it, its perfect. Now I am only concerned about the whole transfer as this is my first car buying experience. Here is what I have planned after hearing from pakwheelers as well as offline friends:

I will check the car from 15 and get certificate.
I got copy of his blue book, he said with islamabad registered vehicle this is the only document.

He bought this car 4 months back from friend, but it is still on his friend name. He said it won't be issue, you pay once I issue the transfer letter.

My question is if owner (whose name is on book) and I appear in ETO and transfer letter is submitted, is it done then? I mean can any issue arise after submission of transfer letter like problem in transfer of vehicle to my name due to issue with previous record etc? What precautionary measures should I take?

Thanks for detailed steps. I tried searching for CPLC is islamabd on net, but from my survey, it is only in sindh. Is it right? If yes, then is 15 its alternative?

Secondly, you mentioned complete file history of car? What is meant by this? I mean the seller gave me copy of blue book of car, he said this is only document with islamabad registered car (Also showeed original as well). Apart from that, he also showed me previous sale deed.

I checked the registration of car online on islamabad excise website. Then took its photo and checked the chassis number of vehicle physically yesterday, it was OK.

Then he showed me original blue book of car, I took its photo. Date/name/engine #/chassis number etc, all is same of that original book and online excise website. Is it OK now or I need another verification too, like checking it from excise office etc?

Rest, car is OK, got it checked through different people.

I will pay 10,000 bayana, he agreed on that. Also showed me original blue book of car, I took its photo. No he is not army one, he bought it from army major 4 months ago, but it is still on army person name.

If the car is not in the name of the current seller then there might be more owners in between the last sale deed.....secondly you are missing one point, ask the seller whether the original owner would be available for the transfer or not....transfer letters WONT work...both the owner (the one whose name is on the paper) and the buyer should be physically present at the department for the transfer....so dont believe on transfer letter...it would just be a piece of paper for you....so better personally talk or meet the owner of the car...not the seller...

mean manual car is bad in resale
it is recommend go for fully option variants

If the original owner would be present then it would be OK but i still suggest that talk to him and confirm his presence....its hard for a person who has nothing to deal with your purchase would spare time for you....Rest about the procedure em sorry about it as i dont live in Isl.....may be some Isl guys would help you out...
