City will be more easier than Vitz. Plus, you need a luck for buying a good JDM car.

According to my experience, when duty decreases in Pakistan, prices of cars increase in Japan auction, so there remains a balance or even increase in prices...

Being a doctor, let me share 2 things with u...

Rule of SURGERY is... OPEN AND SEE...

Rule of MEDICINE is... WAIT AND SEE...

these are very interesting and there is always conflict between physicians (medical ppl) and surgeons.. Surgeons always want to open and see what is problem inside, and physician keeps on waiting....
E.g. if there is abdominal pain, physician will keep on giving drugs while surgeon will be willing to open the abdomen and see whats the issue inside, and then try to resolve it...

I get your point. But even today 2012 vitz costs less than 2013 one ( both same condition and trim level ) . Auction houses cannot adjust in this way or else everybody would be buying 2015 5AA cars.

If you don't' set the price cap, then I must say brand new will be the best option, as you are new to driving then brand new came with the warranty and you can get the insurance(accidental or theft) easily... Peace of mind.

but in case you want safety features and comfort then go for hybrid one, you will get good fuel economy that will save money for long run, and if you have price cap set then vitz is a good choice compared to other Japanese cars of the same category.

How to check car:
You can avail the Car Sure service from PakWheel, or get some trusted mechanic with you to inspect the car internals, you might get few tips from Google for DIY.
Like check the dates on the label attached to all seat belts, if dates were tampered or different than the model year then seems like car got major acchident and seat belts have been replaced.

Thanks for your suggestion. This topic is 1.5 years old. Now I am a good driver if not perfect. I bought VITZ and have a good experience so far except I got some dents on the front bumper and some other minors issues.
I will suggest others to buy Aqua, it will save you money in long run. Although Aqua interiorly is not as good as Vitz.
