Can Honda Pridor go off-road?
Depends on the terrain. It has enough ground clearance to do some basic off-roading, but that's about it.
Jeep route is an off-road track very steep where cars normally can't go, only jeeps, and good bikes can climb there.
Pridor is by no means a good 'off-road' bike! But since I haven't personally seen the hill track in question, I can't say anything for sure. Best to ask local mechanics.

If the hill is as steep as you say it is then the answer is probably "No". At least not with a pillion! With that said, you can increase the torque of any bike by changing the sprockets. It's a simple hack that also happens to be VERY cheap.
To figure out which sprocket modification is right for you simply go to https://sprocketcalculator.com/, input your current front/rear sprocket size and look for something that will give you 15-20% boost in torque.
