I want to buy a car but smart card is not delivered to the original owner. What could be the purchase procedure?

and is it safe to buy?

YES. I think it is safe to buy, provided you have all the paper work completed, and everything written, and signed on the stamp paper that "... Smart card has not been received from the Excise Office, and handed over to the buyer yet. The buyer is withholding an xyz amount in lieu of smart card, and taking possession of the car. Seller has committed to provide the smart card on / before xx-yy-zzzz , and when seller will provide the smart card, withheld amount will be given to the seller. Seller shall facilitate to have the vehicle registered / transferred in the name of new owner..."

I bought one of my ex-rides, Nissan Tiida, in a similar manner from a family.

Car was there, but smart card was not received because of closure of Excise office due to COVID-19, and lock downs.

Procedure adopted was: I made full payment and took custody of the car. The owner, which was a lady, provided me with 02 receipts in original, one regarding payment of token taxes, etc. till June 2020, and 2nd one regarding receipt, which you get when you had finally applied for transfer of ownership. When she received the smart card, she informed me and I collected it from her, and at the same time, I also got her valid Biometric slip.

I did not withheld any amount, in this particular case, due to valid reasons, however, if there could have been no educated family, I would have definitely withheld some amount, or not buy car altogether.

That’s strange, if the transfer application was made on 07-Jan-20, the smart card must have been delivered by now.
I suggest you to visit Punjab Excise office to have a confirmation about the current status of this Smart card delivery and if all looks good, then I don’t think that there is any problem in buying this car, however, just like @basitali87 suggested, don’t forget to mention these details on the stamp paper, so that it won’t create problems for you later.

So i can buy with all the above mentioned procedure there won't be any issue hopefully.

I read somewhere on pakwheels forum if Seller xyz does not received smart card new buyer and seller both can go to excise office and apply for transfer of ownership old card will be cancelled and new will be assigned to new owner. (Assuming all other documents completed)

Definitively it would state error, as it is for Islamabad only.

As far as I know, there is no portal for Excise Punjab, where one can check status of smart cards, and their delivery.

I think you will have to go to the relevant excise office, and check / confirm from there manually.

Editing / taking down the post(s) showing registration no. (due to privacy issues).

Just ensure that the seller is also the current owner of this car, i.e. car is registered in his name, irrespective smart card has been received yet or not.

In case of Punjab Excise, expect delays in delivery of smart card.

The book must be deposited in excise office at time of smart card application. Book is stamped CANCELLED and returned to you after few days via tcs. In meantime you must keep the receipt of fee deposit at time of smart card application it's your only proof.
