Some countries (Germany, China, etc.) train their nationals with service bond for their airlines. If you're a foreign national you can try that path.

Unfortunately Pakistan has no scholarships like that. In 1950s and 60s govt paid you to become a pilot for PIA, now its not like that! Main reason is that commercial pilot training (CPL) is done by flying aircraft - and that means cost of fuel which can fluctuate.....that's why cost is not fixed and fluctuates with oil price.
Right now in Pakistan, estimate is around 35 lacs my mate's younger brother is planning to do it. There are flying clubs in every major city, my friend visited Air Eagle at Lahore but there are many you can visit/call and ask for cost breakdowns, etc. One thing he told me after doing his (limited) research is its more cost effective to go abroad to USA, get training there as US pilot license is valid for life - Pakistan/other licenses expire each year and require 1-2 lac to renew! Moreover in USA most pilots who complete training become flight instructors for 1-2 years and work there (on OPT/F1 visa) and gain some experience. Once you have that experience its pretty much a solid entry to any airline, 6 figure pay from day 1 and luxury and privileges that most can only imagine.
