Can i use 70CC engine to make a drift trike legally?

i was thinking of making drift trike from a 70cc engine from a bike like colinfurz

wanted to know if i need to get paperwork or something if i was using bike engine and a home made Chassis?

you can risk to play with it as it is
i am living in a housing society. all atv's i see and scooters, all roam around without plates

if u hv to roam around the whole town in it and cross check points then worry
