Car body repair/paint patch up

Honda 2006 White, I drove into a broken off piece of the divider, scrapped the right side of my car, looks bad(see pics below)
Paint came off, the mechanic said its not paint its 'patina', if someone could explain what that is that would be great.
I need advice on how to get it repaired, should I wash my car with the metal body exposed? How much would the repairs cost?

seems to be previously repaired with welded piece.

its put-in not patina. . .its done under paint to hide dents n make paint looks smooth. . .ur exposed metal part is already rusty. . .get it painted sooner or rust will grow up

It is cracked too, like metal splitting into layers.
I probably need to get that part removed and welded.

Get it done ASAP but don't cheap out on the repair.

Yea I get the urgency, I've parked it in the garage to protect from water damage for now. Thing is I don't know any good mechanics and denters, the ones I've tried so far have just more or less scammed me. Took payment but the problems persisted somewhat.
I've yet to find a good shop for car repairs here in Sialkot.
Is it worth driving over to lahore for a repair from some famous workshop?
