That could be scuffing but its probably a failing protective layer.
The layer yellows when its done for. You have to take all of it off to ensure the yellowness is gone and compound and polish it to a high clear glossy shine.
There's a recent ammo nyc video on that, go check it out. I can post a link if you want. Its very very informative.

The protective film (lens ka hardener urh gaya hai) on your lens has worn off. Get Meguiars Ultimate Compound. Real elbow grease will be required to remove it. But i.n the end the results will amaze you. For protecting it from getting oxidized again, i'll advise you to put a sealant on it to prevent it from yellowing and oxidation, you can also use a wax but I prefer a sealant, since it has a long life. My car's lens were having the same type of oxidation and UC did a pretty decent job. If you want to see it, you can check my post in the link below.

Ok guys ive tested maguiars ultimate compound little bit on my car and heres what i think ..

1.smells really weird
2.easy to remove compared to other product .
3.removed deep scaraches
4.shines pretty good and the dullness of the paint is gone .

What i dont like

Did remove the deep scratches but not the swirls which ive got this product for .

Also i also think that the scratches are just cosmetic removed meaning it will come back .

I did tried it with hand as well as the machine both time result was the same .
But to fair i did tried this with out washing the car and it already had wax .

Ps i did it in a little section just to check.

Take a compound any local one , available for 75-80 rs!
Apply a think layer on the light and keep rubbing it until it hardens and starts ti come off , now take a cloth and rub it in circular motion very hard and the results will amaze you!
If not , then you'll have to use sand paper , it can also be done by light wala for 500rs

This problem wasn't there when I got the car, but has slowly developed and now in this state. Although it isn't blocking the light but looks hideous to a person like me. You mean that I have to take out the headlights for a complete job right? and I'll be very thankful if you share the video

OK yesterday I brought turtle hardshell wax now I need to know how to use it as I read some online reviews and it says panel by panel because if u put it all then removing it is really a pain @ahmedyar bhai shed some light on it
