Sir from my perspective what we have here is called paint cracking. An cracking occurs both in the clear coat over the paint or in the base color of the paint. Now either your car, sorry Jeep may have a structural issue in the sheet metal below the paint that results in the above shown cracking or imperfections during the painting process which can also cause cracking in the paint after a period of time,due to incorrectly mixed paint or paint applied in a very thick layer.
This will require a certain degree of technicality an expertise, I suggest you go on with this only if you know what yer getting into otherwise you should contact a professional.
Just for knowledge sake I`ll put the process up here for all an sundry to read an understand.
First you must throughly clean the cracked surface to remove build-up from the paint. You`ll have to be extra careful for this step, next you must sand the surface using a rough grit of sandpaper. Use sanding lube or even water to flush the sandpaper and surface to keep the sanded paint at uniform level.Your talent is to sand enough of the surface to even the cracked area without reaching the sheet metal below the paint job.Again clean the sanded area to remove residue.Prime the area only an only if the primer has been sanded away. If the cracking occurred only in the clear coat and you did not sand down to the primer, then no need. You can either apply the primer with a paintbrush or spray it on.When it has dried,paint the area using touch-up or "qalam" as we call it, just like the primer either with a paintbrush or spray it. For protection of your work an the paint, wax the newly painted area Waxing the area will restore shine and protect the surface from future damage.
