Hmmm barry ustaad says right, its actually possible not to get the whole fender painted. BUT, there must be a qualified and a genuine painter in your knowledge, because there are some **** people who even claim that bumpers MUST be painted wholly and can't be painted while removed from the car.
Look for a good person in your city.
and for the color shade, yes no doubt it will be 100% the same as the genuine paint IF you manage to get the exact color code from Toyota.
The lacquer will be fresh, will look different at first for sure. But can be sanded down a bit and then machine compounded to shine again and will match with the rest of the part without any difference as such. 
Oh, get it painted only when there is proper sunshine. Or probably, look for a paint booth which has small section bakers meant to process the parts like bumpers and fenders instead of the whole car. If available, I say its the best you can serve your vehicle with.
