Car Original File Lost by EXCISE , transfers done on Part-File!

Last 3 transfers done on Part-files because original files are lost by islamabad excise department, they checked every where but cannot find it but they are doing it on part-files and issuing smart cards. In part file they have scanned copies of last 2/3 transfers but original file they cannot find anywhere. Is that a big issue because on smart card written original file not returned ?? when i sell this car again part-file will there be an issue for resale price or something.......
kindly guide with ur expert opinion and experiences. Excise said even i ncase they do not find it still they can do next transfer via part file.

Yes, the resale of vehicle will go down as the file is not complete.
It is usually referred as "Transfer Case Only" file and transfer can be done with it.

thanks for replying bahi, kitne resale down hoo gi ? in this case and file is lost by excise and card per likha hai original file not returned

depends upon car and buyer - dealer will say 30%+ less - private home use buyer may buy it for 10-15% less
other than Resale - it is hard to sell such a car - buyers avoid it for many valid and invalid reasons
