Car ownership with NOC

Hi, I am buying my first car and am not aware of exact steps to transfer the ownership. So, here is the scenario: Everything including me, seller, car registration are from Lahore, Punjab. I am buying a wagon r from a person who leased the car from HBL in 2019 and got NOC in march 2025. I have done token with him but now I am not sure what to do next. I am planning to pay him next few days entire amount. So, what should i do order wise in this case since it is NOC, and even on card the name of the owner is HBL and I am not sure what steps to follow since there is no exact detail of this case. In epay punjab app it shows the wagon r registered to hbl then there is a check which ask is it leased? Should i check that. Moreover, do i need to go to hbl for transferring as well or epay punjab is enough? And, where to get biometric and what exact do i need to do at excise for inspection. And how long does it take. Please help a poor soul would mean a lot. Lots of lot duas in advance.

Excise will not allow transfer to 3rd party other then the one with name / cnic mentioned over NOC. The person with NOC shall transfer the car to his name, get paper work completed, only after that vehicle can be transferred to buyer.

You may politely ask current owner to arrange transfer of vehicle visit with him Excise office submit the papers for transfer, once accpeted and receipt is issued under your name & cnic, you make spot payment to seller. You shall be specific to single transfer fee to your name not double back to back transfer which will be substantial amount. WHT etc etc

HBL will not be able to help you as you are not their client who they leased the car to and issued NOC to.
