In Punjabi dialect کھوتا stands for a donkey.I dont know how it is related to car.

lol thats funny. The question has lots of confusion.
I think that was used for Imported vehicles.For Example a 1982 model car registered in 1994 after import will be called as.82 model hai or 94 ka qouta hai.

Quota is year of registration?
This term is common in Pakistan and is used by elders. I am also not sure about what it means.
Well here it is being referred to the year of import in the picture below. My dad had a 1985 Toyota Corolla which was 1997 Quota. Now I am not sure (may be some senior / old person can confirm) but the following makes sense to me:
Quota: There was a specified number of cars allowed to be imported in a year and hence the quota for the year.
And we wonder why Pakistan lags behind other countries in all aspects. There is no hope.
I am thinking about immigrating to former Pakistan.
