What to do to transfer the ownership of a car if excise office lahore says that previous owner has blocked the registration of the car.Car is on open letter.

I love that. I called the guy I sold one of my cars to, several times, asking him to transfer it to his name. He didn't. Now I am also going to do the same and make him contact me, and when he does, I am not going to let him off for free.

Having someone else drive a car registered in your name is dangerous. Especially with the law and order situation in the country.

There is no other way for you but to contact the owner and talk to him and convince him to unblock the registration so that you can transfer.

Bro, it's safe and better to not buy cars on Open transfer letter. They may price cheap, but may land in troubles.

Whether it's the first owner or 100th owner of ABC car, the car must be registered on the name of person from whom you are buying the car.

My car few years back and all of sudden I’ve been getting letter from fbr stating I own this and this car , also when I’ve checked from excise office they had not even paid any taxes . I’ve called the guy and he said he will drive in open letter as long as he wants I can do what ever I want , trying to be badmash with me , so you know what I did , launched an fir that this this car of mine was stolen , guess what happened day 2nd they caught the car from Ravi, then guy started calling me and apologizing and telling me to please release the car I will get it transferred, car was with police for couple of months as I had to go overseas the next day . It’s always safe to get car reg in your name rite away as this fir stuff could also happen to you as well . I’ve seen lot of non filers buying cars and driving them on open letter , I am again facing this issue with someone else as well , but the guy is cooperating and said he will do it’s in a few days , he just can’t find the open letter and needs a new one .

It's pathetic how the taxation dept is sleeping on their heads and saying we are just following the rules. Rules need to be made to facilitate citizens.

I will give you an example of what happens in another country.
The seller simply mails (yes mails) the documents such as sale receipt along with transfer of car ownership form (which has details of both seller and buyer and signatures ) to the car taxation dept. From there the magic starts and car is transferred. if the buyer does some hanky panky then the law system quickly makes a good example out of him. No unnecessary visits to the car taxation dept is required. The seller does not loose sleep at all.
Unfortunately we have been blessed by educated thieves with his IQ. The rest of the public hence suffers.

1. mindset about depreciation of value
2. evading appearing in taxation portal
3. to claim abhi kal lee hai transfer letter open hai

my opinion is ' seller is equally responsible in such scamming crime ' 1st owner hai 43 year old Cressida. WTF it has been messed up sold 47 times botched with non-sense but over papers it is still under the owner name who died in 199x whose cnic is no longer valid.

Make sure to sell a vehicle with condition for transfer in 3 working days, or otherwise will inform excise to block transfer after xx no of days.
