Car RPM Fluctuate when turn on Lights or Move Steering of Corolla XLI 2010 model

I have Corolla XLI 2010 model. Recently I am facing the problem, when I turn on the Lights or move steering the RPM start fluctuating between 600 to 800 and also car start to vibrate. I have thoroughly checked the car on scanner from 2 different reputed auto electricians and they found nothing during scan. The car Plugs are changed and throttle body is cleaned. The alternator is also producing required voltage and working fine (as per auto electricians). If any body can guide me in this regard, I will be really grateful.

When you scanner the car. Does load increases when lights are tuned on?

Should I change the alternator? that is the only thing left.

Service the alternator
Look for any air leaks intake air system and vacuum
