Features, performance and fuel efficiency will go to Peugeot 2008, comfort goes to the Elantra.
Hydrolock is not as much of an issue as the wet timing belt that does not like driving short distances and will grenade the engine if the right oil isn't used. I may make this sound a bit worse than it is but these cars are very very sensitive (so maybe do not risk driving over standing water that is above 6 inches) .They are nimble, fast, pretty and have some really cool looking interior. They are not very comfortable though, unless you drive on perfectly paved streets or motorways. The suspension is very firm and sporty, which works well because the car is decently fast. I was considering upgrading from my 1.6 Altis to one but decided against it because I could just not be comfortable in it. Maintenance wise the oil is super expensive but changed much later than what other companies ask for here.
The Elantra is a simple car, maybe not filled with new tech or anything of the sorts but should be a reliable machine that seats people comfortably. Going to Hyundai for maintenance will be quite pricey but the maintenance parts should be much simpler and available if you want to look for third party accessories. Overall its a bigger car.
So it kind of depends on your preferences and use case, if you only have short city commutes (<5 km) then the Peugeot may require some additional checks (instead of routinely checking oil, you'd look at the wet timing belt too). If the roads that you routinely travel on are broken and rough then maybe Elantra is the better choice. 5 adults will not be comfortable in a 2008, keep that in mind too (short trips are fine). Also the AC blower on the higher levels is quite loud on the 2008, try that out if you can.
If you can stretch your budget a little more, I would urge you to have a look at an Oshan X7. totally different category again but I think it would be a good choice too.
