Well as you said you re not a registered tax-payer so this time it's on your behalf.
Now it's you who has to decide whether you want to be a registered tax-payer and avail these so-called rebates or you leave it as such.
For registering, it's an online procedure for everyone (salaried/businessmen etc). If you get stucked somewhere, the helpline is effective and helps at any step u get stucked.
Once registered, you will (once) have to collect your NTN-certificate from the concerned RTO (they will notify also, thru email).
And once registered, you will be required to furnish your income details and expenses to reconcile your assets every year.
As you re not paying any tax at the moment, at your income you earn from business, so that would be ( for sure) much more than the rebates you get but that is how it's supposed to be.
