@lazers, that is right, I actually went to the registration office first because needed to remove "Provisional" stamp from the book, and the guy stamped an approval of 15 days ahead (so on 2nd july he stamped 17th) I was unsure what that means but when I went to post office all became clear because they don't take the fine or the tax (whatever applicable) if the approval is not stamped.
Moreover, the guy stamping the approvals was not friendly at all and sent most people to write applications to higher ups and what not, I think I was the only lucky person in that one hour I spent there.
