I have purchased a used car. Original card bhi mila hai owner ne bio matric bhi dia hai. Islamabaad registered hai. Lakin excise se transfer nai ho rahi woh keh rahay hain noc chahia. Noc bhi hai lakin EFU k name ka hai bank se jo mila hai, car jiske naam hai usne apna bio matric dia hai. Lakin excise walay kehte hain car efu k naam hai yaa bank se indivitual k name ka noc lay k ayain. Koi help ker sakta hai is maslay ko samajhane mai aur solve kerne mai?

Seller is the owner. Online record mai bhi owner name indivitual kaa ata hai. Bio matric pe bhi uska hai and card pe bhi uska hai but card kee back pe HPA faysal bank araha hai. Faysal bank se check kia hai woh kehte hain efu ne loan pay ker dia tha hamne unko NOC de dia hai keh kisi ko bhi ker dain transfer ab car.

how did the car transfer from bank to current owner without NOC

Yahi tou samajh nai arahi. Hpa on card shows faysal bank. Owmer name is hassan
Faysal bank issued a noc which clearly says efu can transfer this car/sale to anyone which means loan is paid by efu
Car ownership is on hassan's name ( the guy selling the car )

Ab yah tou ho nai sakta keh hasan ne phrse loan lay lia ho faysal bank se car pe? Agae yah hota tou tracker laga hota gari mai bank ka jo k nai laga hoa.

Faysal Bank loaned it to EFU.
please do pay a visit with owner to EFU and obtain an NOC from EFU under owner name only then the HPA get cleared from excise records, and clean transfer will take place.

Present owner must've used some agent and got sorted by paying FEE. which is illegal therefore the excise system still have HPA appearing.

i have a query.
i sold my car in Sep-23 to a show room in LHE. car is registered in LHE too.
i did not get the biometric done to the new owner. the show room guy sold it to some other guy. similarly it has been further sold to 2 more buyers. now the thing is k it is still in my name & no has contacted me to transfer it in their name.
what to do now ?
what is the way forward now ?
