Diamond tip drills should be available. I can't imagine that in Peshawar they don't have the need to machine extremely hard steel. By the way one more thing you need to consider that the outer race is pretty thin that will limit the depth of the hole. The hole will have to be very shallow.

These drills are not to be confused with "masonry" drills we use to made holes in walls
Look at the star shaped sparks flying off the bearing race as it is being drilled. When I used to work in Karachi my machinist once told me that he could tell the hardness of the metals by the nature of sparks coming off the job as he cut it
