Doubtful!
We are living in a tax regime, my friend. And the current government only cares about temporary gains in revenues, not long term impact. They don't seem to understand the simple fact that more smartphones in a society means enhanced IOT ecosystem, better cellular infrastructure (5G, for example) and the deployment of more M2M systems to name a few.
Internet banking, online billing, the recent rise of debit/credit cards and online marketing etc. wouldn't be possible without the rise of smartphones, and I'm just scratching the surface here.
On the other hand, our previous government totally acknowledged the importance of IT during its tenure, hence the taxes were minimal (almost non-existent!) and there were no restrictions on imports. Sure a lot of people brought illegal phones but... The government made up for it by collecting taxes from cellular and wireless broadband carriers because let's face it:
More phones = more data consumption = more tax revenues = better IOT = better economy.
