From where are you quoting 19k for S3??? I visited Singapore plaza yesterday, not a single S3 was below 22k, even the rough ones. :S

There are a lot of rough S3's there.
I bought my white S3 (I9300) which was rough and had no box and accessories for 20k in February.

I can suggest a shop if you want.

Bro sadly nobody in pakistan can repair the Z series.

My Xperia Z has cracked glass and nobody can fix it.

Fortunately I'm going to Dubai next month and I'm getting it repaired at 440 AED.

As you don't want an iPhone, you can get a Xperia sp new for 24k, it's an outclass phone has defeated galaxy s3 several times in benchmark results, but the only problem is the software support, I guess it won't get any other update after kitkat or it won't even get kitkat, yup moto g is also a good phone with the best software support, but the problem is with the camera, it sucks!
you can get an used Nexus 4 around 24k, galaxy s3 around 22k and xperia z around 24-26k depending on the condition!
