Charade Diesel Turbo Fuel average problem

Salam,
I have purchased a Charade Turbo Diesel 1.0 a few days before.
I use it in Karachi and it's economical in city as compared to other petrol variants.
Yesterday a travelled out city and observed the milage as 17 to 18km/L on speed of 80 km/h without AC and very light foot.
I read the forums on pakwheels and other platforms that the charade gives a milage of 23-24 km per liter on long.
I owned a 2.0d diesel 2007 Corolla, and gave me the milage of 17 to 18 on long with AC.
I think charade should go 25 plus as it is a 3 cylinder 1000cc.
One thing more, my cars turbo light was continuously glowing in meter, once I went for preventive maintenance and mechanic checked out the turbo pipes and set idealing of the engine I noticed turbo light off. What is the normal, turbo light on or off, and when it should glow?

That turbo indicator light should only come on when the turbo is producing positive pressure in the intake manifold. It should be off when cruising and at idle, i.e. when the manifold is seeing negative pressure or vacuum.

When you accelerate or if the engine is under heavy load, the light turns on to show that your turbo is producing positive pressure.

If your engine is electronically controlled, the ECU uses the pressure sensor to determine when the turbo is producing boost, and adds more fuel to make more power. You should see better economy now that the light is off under normal driving/idle conditions.

I went to diesel pump laboratory for checking of pump,
He told me that pump's rotor is weak and pump timing is too advance , once he tried to retire the timing a little bit the engine could not start smoothly, and he again advanced the timing at full level.
Turbo is not working at all, I checked out compressor by opening output pipe and observed some air pressure made by turbo, I think the thin hose rubber pipes connected in solenoid valve, diesel pump and waste gate actuator are not installed properly that threshold the turbo and more fuel form diesel for more power at higher rpm.
Engine is giving a little back compression also.
