It's very bad fuel average which you are getting.
To get good fuel average try following tips:
. Do not use hard pedal to speed the car quickly
. Use soft pedal to increase speed.
. Use car in top gears in city during drive. Try to drive in 40km/h to 80km/h. Low gears means bad fuel average.
. Clean throttle body
. Clean MAP and Oxygen sensors
. Clean silencer
. Clean or change spark plugs
. Clean or change air filter
. Use recommended good engine oil
. Use petrol from trusted fuel pump. PSO and Total are good options.
