I’d say 1.3 city (even though it should be given rat poison too) however its lesser of the evil

If you are going for manual....why not go for city manual...it is a deadly car in all aspects including fuel efficiency and resale...the 1.3 prosmatec is aN underpowered car with low fuel efficiency....if you want prosmatec go for 1.5....

City will have ABS and power windows while Xli will have Airbags.

Not have persol experience but i have heard that city slips alot on moter way while raining and it was on a pakwheel car review

Avoid automatic City in 1.3l and 1.5l. Get Manual City instead or why not consider new Yaris in CVT or Manual? Xli is not recommended at all in this price bracket.

City is better. I don't know about 1.3 PT but manual one gives pretty nice average. Manual one has better pick and better handling which Corolla 1.3 fails to offer because of extra height from ground.
DEMERITS OF CITY;
1: Lower ground clearance, undercarriage touches high speed breakers.
2: Lacks airbags.
3: Uncomfortable on unpaved roads.
I advise you to get City 1.3 manual or Corolla Gli 1.3.
