City 2002 doing 2km/L

I bought City 2002. Its consuming too much fuel like around two km per liter to 2.5km/L in city ride, 5 to 6 km per liter on long routes. No smoke no missing. I have changed injectors, plugs, oil, filters, what should I do.
I have wasted so much time and money but No mechanic can figure it out.
And also it has another problem which is, when AC is ON its rpm doesn't go up which causes ac to stop cooling.
Please suggest me some good mechanic in Multan.

Very skilled Mechanic. Aeems your engine as well as wiring is badly messed up. Might be ECU is also changed one.
A/c should keep rpm high upon operation so sensor is bypassed or if A/c amp is there, then it either bypassed or malfunctioning.
