At what water temperature city idsi radiator fan should start? Also what is the ideal water temperature for engine ( like 94-100 degree centigrade)

i noticed that fan starts at around 96 degree centigrade, so fan and thermostat are working independently?
car is just normal, i wanted to know exact point when cooling system starts working since i am nowadays observing my scanguage readings

gaari mai heatup ki light blink bhi nhe krti lekin fan chalne ki timing ziada hogayi hai...dair tak chalta as compare to without thermostat
after 93 tstat opens fully and with in a fraction temp rises to 96 and fan starts it normal that u get reading of 96.check bleed valve of thermostat it should be at 12 o clock
