Civic 2006 Eagle Eye Exi Prosmatec Bad Fuel Average

I recently got a honda civic 2006 and its giving me just 3km/litre average..For Every Rs2500 fuel I'm getting max 25-28km only.

I went to my mechanic and when the spark plugs were opened then those were black with carbon, so I got them changed with normal ngk plugs and throttle body cleaned . And Mechanic Also saw the crank sensor wiring was a little fault that too got repaired and changed and lastly All sensors were checked and it showed no trouble codes.

So am I missing something here to check further or is this enough ti get the fuel average improved? Also currently it has 17inch rims installed can this be the cause(I will be changing them in the future)?

Check fuel filter and your fuel injectors. Carbon is a sign of either the engine not getting enough air or fuel. The correct tyre size is 185/65/r15. Since you've shifted to 17inch rims it would be corrected to 185/45/r17 but you would hardly find a tyre size available for that.
