mate no one runs his car over people deliberatly... whatever the case may be its the man behind wheel who will be questioned... as far as legality of this event goes, i guess its still not clear whether it was legal or not as everyone among authorities is trying to save his own neck
besides we should also try to think about this event from the point of view of those who lost their dear ones... we know it was an accident and could have happened with any of us but is this a sufficient justification that we can give to the families who sufferred... i guess not...
