GIDC rate of up to Rs 300/MMBTU proposed

ISLAMABAD: To generate revenue amounting to Rs 30 billion for initiating new gas import projects, the Ministry of Petroleum and Natural Resources proposed Gas Infrastructure Development Cess (GIDC) rate up to Rs 300 per million British thermal unit (MMBTU) for fiscal year 2012-13.
The Finance Bill, titled GIDC Act 2011, 2nd schedule revealed that rate of Rs 300 per MMBTU has been proposed for the fertilizer sector using natural gas as fuel source except for fertilizer plants having fixed price products.
Similarly, petroleum managers proposed rate of Rs 300 per MMBTU for the compressed natural gas (CNG) sector lying under Region-I, comprising Khyber Pakhtunkhwa, Balochistan and Potohar (Rawalpindi, Islamabad and Gujar Khan), while Rs 200 per MMBTU has been set for Region-II Sindh and Punjab (excluding Potohar Region).
A uniform rate of Rs 100 per MMBTU has been proposed as GIDC rate for industrial sector including Captive Power, Water and Power Development Authority (WAPDA), Karachi Electric Supply Company (KESC), generation companies (GENCOs) and independent power producers (IPPs).
At present, the cess rate is Rs 197 per MMBTU for the fertilizer industry, Rs 147 per MMBTU for CNG stations in Region-I, Rs 79 per MMBTU for CNG stations in Region-II, Rs 27 per MMBTU for gas used by power generation companies, Rs 70 per MMBTU for IPPs and Rs 13 per MMBTU for the industry.
The infrastructure cess, levied with the objective of financing gas pipelines including Iran-Pakistan and Turkmenistan-Afghanistan-Pakistan-India projects, will be one of the major sources of revenue for the government with an increase in its rate in the next financial year, starting July. In the current year, the government has estimated to collect Rs 40 billion under this head.
According to the sources, the government did not receive an encouraging response from international lenders including Russia and China to requests for financing the Iran-Pakistan Gas Pipeline project due to sanctions imposed by the US against Tehran. Sources said the Ministry of Petroleum and Natural Resources had earlier proposed an increase in the cess rate from next year but the Law Ministry turned it down, arguing it could be decided only by the Council of Common Interests (CCI) – an inter-provincial body.
