Concerns about Car smart card

Hello,
I have a question. I'm selling my car for the first time so I have few questions.
I was trying to sell my car and the process was almost done, so we got our agreement made and whole process done but the buyer was some cash short. So we decided to just end things there and complete the transection in the morning since it was already 11am.
When I got home I realized during making of agreement he asked for my car smart card for documentation but i completely forgot to take the card back (stupidity on my part). Now he has my car's original smart card and the agreement that says we have made transection. He was supposed to come in the morning but he didn't and it's been 2 days, he has been dodgy with excuses and hasn't paid the amount except the token.

My question is, can he transfer the registration of car with just the smart card? ( I have the file)
Second question is, the smart card is made on my name. Does he keep the smart card when the transfer is complete or he gets made new one and I keep the smart card in my name? Kindly guide

stamp is the last step.all banking and transactions done.then stamp paper and bio metric.

anyways you can only call and give him a deadline now and reverse the deal.take card and agreement back.

No we haven't made any stamped agreement yet. He had a cousin's showroom for vehicles, he said he will get a receipt made from that and it will act as an agreement. So rn he has that showroom receipt and smartcard. Is that enough for car transfer?

If you feel that he is a douchebag then report that your card is stolen and apply for a duplicate card at E&T. Of the deal is botched then he probably wants his token back hence the delaying tactics.

You have the file and he can not get the car transferred without the file and he needs biometric for transfer of ownership (for Punjab and isb registered cars at least. Don't know about Sindh, kp and Balochistan) which he can't have since for that he would need your thumb impression.

When the deal is done the old card is made part of the file and is handed over to the new owner. He then shows it to the inspector along with buyer's deed and file when he applies for transfer of ownership and then the inspector once sees that all things are in order then initiates the transfer in E&R records and orders a new smart card for him. I think the old card is either taken by excise or made redundant by chopping a hole in it.

Okay got it. Thankyou so much. When he showed me money I just went casually into his showroom for agreement but when I started counting it was short. In this whole mess it was late and I forgot to take my smart card back. He has asked for another day (today is 3rd) but if he doesn't comply, I'll do as you told me but yes I'm from sindh and car is of karachi . Thankyou

Without the file, I am not sure if transfer is possible in Sindh?
