the runway is half mile long end to end, fields surrounding it 2 km out of city area so no noise complains, very hospitable and friendly community lives in the city beautiful place to spend the weekend, the strip is current being used to dry crops, the area is easily accessible.

Why cant such projects by undertaken by private entrepreneurs?

There will be too much red tapes and bureaucracy in acquiring this strip, then there will be issue of "security clearance" as the strip will turn out to be of "strategic importance"
