yes, or perfectly fine definition is a bit skewed,
e.g. people used to park their high end benzes and only used them on occassions in pk, they held 1 kg of ac gas charge, and they will still cool with only 300 grams in it because the rest leaked out.
But true ac performance load would fail. meaning trying to cool down the cabin when its 50C outside and car is driving slow. In correct ac performance, it wont mind removing that much heat from cabin, with 30% charge, the system would fight and show "weak cooling" (and eventually die as all the oil migrates to the evaporator and the compressor dies a dry death)

TL DR
gas will leak out if the compressor isnt used much. Its literally written in all owner manuals too - maybe not nowadays as the demist function automatically kicks it on with heat. - so technically its also being used in winter.
In olden days without auto function like this, it needed to be told.
