Altis 1.6 does not even come with retractable mirrors, what to speak of other features, and dont forget the ancient 4 speed AT trans.
The difference between the two cars is enormous .
It all comes down to personal preference, do you want a feature stripped new car or a fully loaded a bit used one.

Now civic has 3 main manufacturing faults that need to be looked at when buying one.
1)Steering rack issue
2)Ac evaporator
3)Battery
Steering rack issue can be checked by turning the steering extreme right or left and then moving the car forward, Ac can be checked pretty easily if its cooling then evaporator is working, same with battery you can check physical condition of battery and turning the car on and off should be enough.
So your best bet is to manage to get a drive of both cars sort your priorities and then decide.
