yes the newer model of corolla grande does not go above 200kmph i have tested and tried it 4-5 times and even once i went to 200 on islamabad expressway at 4 Am in morning. it wont go above it even on V Power. The limiter is clearly on 200. Grande which came with immobolizer has speed limiter on 200 while other variants may not have that speed limiter.
About your brake problem , islamabad roads are slipprier and due to more dust now a days and very less rain in previous months , the roads have a layer of dust on them making it harder to grip the road and brakes work less.
Braking becomes better after rain in islamabad.

Btw change the oil to toyota taglon fully synthetic. you tend to give hard time to car
