to me the plugs are covered with grey ash residual from oil burning, a bit similar to 2 stroke engines.
which oil are u using? u can try changing sources to confirm the authenticity of the oil.
frankly, i feel its a bit on the higher side, oil consumption within the tolerable limits dont leave such residual/
wat is ur current fuel consumption figures?
if u r using 1NZ fe with oil 2ZZ wiring then there must a fuel trimpot installed to control AFR, try adjusting that with help of exhaust gas analyzer.
else MAF and O2 sensors are responsible to maintain AFR and fuel consumption, confirm their proper operation within limits set for this particular engine. also check if u r using correct MAF for 1 NZ fe or not.
