i want to change Name, City of Owner, Make, Engine No. Color etc. on Punjab Smart Card.

What is the exact procedure to do that ???

(I bought a used car on which everything is incorrect except Registration No.)

you are victim of scam.
seems seller used pepper spray to take monies from you and gave you a stolen / botched up vehicle. am sorry can't be of help

what vehicle is this
did you match chasis number with smart card chasis number before buying?

Vehicle is Indus Corolla 1993 2.0D converted to GLI 1.3.

Chasis No. and Engine No. is same on smart card as well as on the Car. No issue but all the other information is incorrrect.

Please guide.

nothing possible without biometric + id copy of the owner mentioned on original documents

updating engine number is good thing to do.but in such old cars nobody cares about engine #. anyway only engine number will be updated not CC.if u hire and agent to get it done.
