Cultus 2009 EFI Engine gave 11KM/L mileage (in city)

I just bought a Cultus 2009 EFI engine about a week ago and I tried measuring mileage in following way.

Fueled full tank.
Drove 139 KM
Refueled full tank again.
12.8 Liters of petrol was filled

so that gives me less then 11KM/L
I am worried that this is very low.
Please guide me what could be wrong. Or is this normal?

There are plenty of factors deciding the Average of the vehicle

Wheels bearings should be perfect
Wheels size
Wheels alignment
Gears shifting (timely shifting)
Distributor timing setting
Point setting (If it is)
Plugs in good condition
Current generation and circulation
Plug wires
Air filter & Fuel filter

Also your driving style matters a lot

A good maintained car can go upto 14 kmpl in city with light foot

What tyre size are you using?
What is your driving style?
What viscosity of engine oil are you using?
What is your daily driving route( how much braking and traffic is involved)

First of all thanks alot for taking time to reply.
Not sure about the tyre size
but I just shifted from driving mehran so I am sure my driving style is not very good right now will have to get used to new clutch and race settings.
Using Attock 20W-50 oil with kixx oil treatment ,but in just 60-70 KM oil needs to be changed.
Will have my car properly checked by a mechanic then.

means oil is changed each and every day, even more than gas recharge

Relax everyone meant in 60-70KM the car is going to complete 60,000 KM . as per previous owner i have to change oil at 60,000 KM .
I really appreciate the concern though
