Got the problem rectified. Yes VSV was the culprit. Got VSV replaced and the problem is resolved.
For information, always use new VSV. The mechanic first put a used VSV saying that it is the original one and is not easily available so I have arranged it for you and it will last years and sold that to me for Rs. 1200. However that VSV got unserviceable after 2 days and the mechanic was not ready to admit that it has become unserviceable (although his 'chota' had that checked it and told me that it is unserviceable). I went to another mechanic and the VSV was really unserviceable and he also put the used one telling the same story but to my fortunate that VSV got unserviceable right there on the workshop on the 5th attempt of verification. So he then put a new VSV of just Rs. 800.
And yes the mechanics call it "kuppi"
