efi cultus doesnt have "choke" - its an idle speed control motor. The engine rpm is managed by the ECU which controls cold start rpm via this motor, its base for knowing engine temperature is from the coolant temperature sensor. This is why I asked if the engine is running cold.
change your mechanic and head to someone who knows how to diagnose these.
Throwing parts and "petrol se safai" is a very quick way to empty pockets, a throttle position sensor should never ever be cleaned with petrol as it has carbon contacts inside which get dissolved by petrol. The idle motor spindle is lubricated, If washed with petrol it will remove this lube and wear down badly.
