Cultus VXLi 2007 Engine problems

My cultus 2007 throws blueish smoke after starting after a long time like a day or two, but starts up fine when I drive it regularly. Engine oil also decreases faster than normal cars I am guessing it has something to do with the smoke. I feel the engine power is also significantly lower as compared to other cultus although I haven't driven one other than mine. For instance it takes quite some time to reach 80km/h and everytime I am going uphill like climbing a flyover or coming out of an underpass the car seems greatly underpowered, like I always have to switch it to 3rd gear or sometimes even 2nd gear and take the rpm to 3000-3500 to get enough power to take it to 40-50km/h. The fuel mileage is also quite low I'm getting 10 on light foot. So my guess is something is wrong with the engine, which mechanic would you guys suggest to go for an engine checkup of Cultus. And is there roughly any idea how much would it cost to repair it's engine?

Blue smoke means engine oil getting into the combustion chamber. It could be leaking valve seals, leaking plug tower seals or bad compression.

Get a compression test done.

If there is bluish smoke on cold start up only, and for rest of the time, there is no smoke, then most probably, valve seals are past their effective service life and needs replacement.

2ndly, if you feel that the engine is not providing sufficient power, combined with oil consumption issues, then have the compression test done 1st, to find engine's health.

All the signs indicated that valve seals need replacement. As @Proverbial_Slang also suggested to get a compression test done, can you please just explain a little bit about what is a compression test and where can I get it done? Also do you know any reliable mechanic here in Karachi that can replace the valve seals.
