Is there any harm in starting the car while ac and blower are in ON position?

Not that much harm, but blower will put xtra load on battery. Your battery should be strong enough to bear load of blower and start up.
And AC doesn't start immediately after engine start, takes few seconds.

the ac controller is there for such things like turning off ac at low rpm, abnormal pressure/temperature and temperature control etc

How can i improve it now my cuore giving me 14 on long without A/C on GT road from rwp to lhr(speed range 80 to 90km/h with light pedal)and 13 in city without A/C
Plug wires r new
Plugs are new
Zic hifli 50-20 engine oil
I need minimum 16 on long how can i get it

For improving fuel average, in addition to your above points there are few other factors like:
A properly tuned engine
Clean air filter
Proper and balanced tire pressure
Balanced and aligned wheel
Use of good quality fuel from a reliable fuel station

You see none of the above is too much expensive, its just a routine kind of maintenance. if you keep on doing these timely, gradually mileage may improve.
My 2006, gives me 15~16 without AC in winters withing city, now with full time AC, its giving me 12~13 in city or sometime even lesser. Tuning is due, will go next week, insha Allah it will improve.

For tuning I will refer toyota walton motors, 600 rupee for tuning.
and for mechanical work I will refer you same, but what kind of mechanical work your car need?? since dealership will be too expensive in mechanical work.

best oils for longer life are: toyota,total,havoline and shell in sequence of preference. in grade 20w-50. cuore's engine requires older grade oils.
for performance, u can use 5w-30 synthetic oils once in a while but not continuously.
for long route driving 5000 is fine. otherwise 3000 is ok. if car is used rarely change after 4-5 months even.

facing AC problum in day time when sun full shine...evening and morning time ac working and cooling fine but when i park my car direct sun light or stop car in traffic AC dont gives good cooling.done service of ac and service radiator as well...one more thing if i put water on radiator during trafic hour then for few mints AC cooling works fine ...what should be the problum ???

its sad but normal bro. what u can do is:

Add hard foam that has sticker type sides(many electricians use it) to block air between condenser to radiator. this way suction is formed and air passes through condenser.
Add an extra fan in front of condenser.
cuore has pathetic body insulation as compared to alto. pillars have no plastic panels. roof also becomes very hot.
try to improve insulation. use sun shades. buy jdm panels of mira for pillars and doors that r made of plastic and improve insulation and noise. use insulation sheet for roof. park car in shade.

i had fuel consumption problum my coure gives me 7.5km per liter...3months ago done butterfly works but the problum was same.car runs smooth but gives black smoke.went to toyota s3 they done tunning of car but after 2week checked consumption still bad around 7.5kms per litr with AC ON...s3 guy suggest me to install new carburator he told me car plugs tabbets wires are ok.these must be some things wrong with carburator and dont spend money on this carburator..as i told me mechnic 4times opened this carburator...so should i go for kabuli carburator ??? how much it wil be ??
