Code 20: ELD is obvious coz local market fuse box aren't equipped with ELD. You should get a new fusebox with ELD or get it bypassed by your wiring bloke.
Code 14: IACV... hmmm... but IAC failure does not lead to this kind of problem. Your problem is somewhere else. But get IACV sorted out for good measure anyway.
AND... VTEC failure should leave your into 'limp mode'... but on the contrary its revving upto 8000s.
Have you checked your TPS and distributor wiring? You need to collaborate your TPS with your throttle blade.
I'm not sure but I think if your TPS has been retarded it'd fail to read correct throttle position and lead to sluggishness and late rpms cutoff.
