Decision to Buy New Car: WagonR, Passo Hana Plus or Honda City 09/10 (iVTEC)

AoA dear all, I am planning to buy a good car in budget of PKR 2.0M. My preferences are:

Reliability
Mileage (13-14km/L)
Good Resale Value
Lower Maintenance Cost
Hatchback/ Sedan

Can u pls guide that which car is best amongst these 3 cars ? I am user of Cultus 2005 model currently which really became headache often due so much maintenance. My inclination is primarily more towards Wagon R due to latest models upto 2017 available in this price.
If there is any other good option than these car it may be recommended in replies.

City will not give you that mileage be prepared for 9-10.

Also Passo is superior in quality, comfort and interior room. However it will be a headache to source parts for it if anything goes wrong or car gets hit.

For peace of mind you can consider Wagon R.
