ok - lets see here
assuming you have the original injection pump and everything is top notch perfect, (rotor head set correct etc.) correct set on the bench and it can push out fuel correctly (no air in hard lines)
the injection quantity at 1400 rpm is about 14.05 ~ 14.36 cc - measured at 200 strokes
measuring at 1200 rpm is 13.96 ~ 14.28cc @ 200 strokes measurement

assuming you have a boost aneroid pump and is pressed with 9 psi air and accelerator pulled to full (this is full load volume) - the volume if you measure it at 2300 pump rpm the volume should drop to 4.5cc as the governor kicks in
make sure the internal pump pressure is 40-50 @ 500 pump rpm and approximately 100 psi @ 2100 pump rpm.
the advance system is measured with timer device - does your injection pump test shop have this instrument? The internal pressure is measured with an adapter on the denso timer measuring device too - you adjust internal pressure with the outflow regulator that is screwed into the pump - adjustment is made with hammer and mandrel - dont overdo it because you would need to replace the item if overdone.
