The cylinder capacity is stated on volume basis. Water capacity is used as standard. Thus
40L Cylinder means it will fill up with 40 liters of water...50L Cylinder with 50L of water.
Now the big question is about carrying / filling capacity of CNG cylinder. Gas filled by dispenser is measured in kgs and amount of kgs that a cylinder can be filled with entirely depends (aside from volume) on pressure and temperature at time of filling.

Try this formula (correct me if wrong...)
(Pressure_1*Volume_1/Temperature_1) Mass = (Pressure_2*Volume_2/Temperature_2) Mass
That is why even when two CNG station are located near each other. It is not necessary that they will be filling same amount of Gas.
