Engine seizure is usually caused by overheating, lubrication failure, mechanical failure, excessive detonation, etc. It has nothing to do with standing water. The whole engine is generally required to build after a seizure, or usually a long block (chara engine) is summoned.
Now, water in combustion chamber would cause hydrolock, that usually leads to a bent/broken rod- or rarely in case when one's driving like a maniac then a well deserved valvetrain damage, sheared piston, spun bearings, or even a busted block.
A con-rod failure is generally common though, and it's no biggie, nothing like an entire seizure.
