Do 1000cc Car Owners Need to Be Tax Filer Now?

I am seeing videos online where people are saying that it is now necessary to become a filer if you own a 1000cc or above vehicle. Even if you are not selling it you still need to become a filer, is this information correct? If yes does anyone have any official document from FBR to suggest such requirement?

sir @fusion.alive11 perhaps everyone with a bank account has to be a filer now, car or no car. WHT U/S 231(B) has to be paid at time of registration (or transfer within 5 years) by everyone.

Where is the official document suggesting such laws? All I hear is from youtubers telling this is happening whereas I have not found a single document suggesting that 1000cc car owner or Bank Account holder (with little balance) needs to be filer. Transfering or Buying a vehicle is something else, I have not came across any document suggesting 1000cc car owner who already owns the vehicle on his name needs to be a filer.

Brother have been hearing these threats from Govt from years. Fbr issues official order document when it has implemented any rule or law and so far I have not seen a single document suggesting these things. Only people with enough bank balance or transaction that crosses FBRs limit will need to become filer. As for not being able to open bank account or those who already have a bank account with no significant bank balance, FBR does not have any document to suggest that they will face any penalty.
